In the Spring Memorandum 2025, the cabinet reserves an incidental €3 bln boost for municipal finances in 2025-2026. This breathing space is welcome, but the structural deficit in the Municipal Fund will still increase to around €2.3-2.4 bln per year from 2026 onwards. Those who do not take action now and make clear choices and set priorities risk facing irreversible cuts in 2027. At the same time, major social tasks are piling up, such as public space, housing, energy transition, care, safety and climate adaptation. Thus, the gap between tasks and resources is not narrowing but widening. How can you keep track of your statutory tasks and ensure a structurally balanced long-term budget?

Why maintain grip now?

If you make timely strategic choices, you will avoid facing large financial deficits and associated consequences of the necessary performance of your statutory duty one or two years from now. After all, in case of impending deficits, the regulator (province) may have an additional say.
